This is a VRChat world gimmick that allows users to sit anywhere they like in the world. It is very simple to use, just click the left mouse button(PC) or hold the grip of your controller (VR) and bring it to where you want to seat, left click the mouse button again (PC) or release your controller (VR) to drop the seat and you will automatically seated at the position, as long as it is a valid position to be seated.
