To use import your model in blender, then import the dragon tail. Delete the excess bones, leaving the tail bones. Join the bones, selecting first the tail bone and then Spine, Ctrl+P "keep offset". Now the tail is attached to your model. If you use a VroidStudio/Vrm model the Spine bone name will match the tail bone name. If not, you need to edit the name of the Vertex Group as shown in the fourth image Bugs found can be reported and will be welcome to provide new corrected versions.
