The skirts are separated from the belts, so you can combine them however you want For the PNG file: import in the uniform skirt texture (Outfit>Bottoms>*select skirt*>Edit texture>Right click on layer>Import) For the VRoid file: Open the VRoid model and save bottom as new item Main screen>Open>Select VRoid file>Outfit>Bottoms>Custom>Right click>Save as new item Go to edit texture and hide/show the layers with the colors you want
