Just replace default hair texture pack in Vroid. You do not need to use any complicated programs for the shimmer. Just use Vroid. Add the glitter as an ADDITIONAL layer after you add the hair texture. Make sure the glitter texture is layered on top of the hair texture. *Each color comes with the shimmer texture already, so pick whichever color you'd like. You can choose to buy all colors for a special deal if you so choose. :) There is also an option to buy just the glitter layer by itself. Personal or public use allowed. Sexual behavior allowed.
