If you don't have Photoshop, you can just open PSD files in Photopea (https://www.photopea.com/). If you want an N x N texture layout, set the Tiling to 1/N (for example, 0.5 for a 2 x 2 grid). Then, use the Offset X and Y values to shift to the correct UV position.
